The new, mandatory roaming cap for all 27 member states of the EU will take effect on Saturday, June 30, 2007, but Telecom companies have till September 2007 to offer customers a new pricing structure that reflects the changes in roaming fees
According to the roaming fee cap, calls initiated abroad may not cost more than 49 eurocents per minute
, and the price of taking a call abroad may not go over 24 eurocents per minute
. This decision could reduce cellular bills by as much as 30-70% for mobile phone users, and thus encourage cell phone use while traveling abroad.

Roaming in the EU after the 30 July deadline
One month after the EU Roaming Regulation to reduce mobile roaming charges entered into force, the Commission has published a website to benchmark how mobile operators in all 27 Member States have applied the new EU rules.
The Commission has found that the broad majority of mobile phone operators comply with the EU Regulation by offering customers the new "Eurotariff"
(tariffs no higher than €0.49 per minute for calls made abroad and no higher than €0.24 for calls received abroad, excluding VAT).
